Can I get quality, inexpensive binoculars?  Yes, you can obtain birding binoculars with excellent optical quality and superior features from us for under $200.  Of course, the more you are willing to spend, the better quality you will receive.  For beginning birders, any of the binoculars under $300 will be an excellent choice.
